It's possible it can be changed in AP > Multi blog > Personal skin > Advanced editinon but I didn't found where.

So you should use CSS in AP > Multi blog > Personal skin > Expert editinon, for exemple to have color #123456 instead of the background image you can add :

#header_explanation p { background: #123456; }

Or if you want another background image it should be :

#header_explanation p { background: url(http://illiweb.com/fb/forum_bg.gif); }

There is other parameter you can set for this background css property, for example here there is more info
